Matthew D. Jessup is a member of the law firm of McManimon & Scotland, L.L.C. He specializes in the practice area of municipal finance and securities law, acting as bond counsel, representing the State of New Jersey, its agencies and various municipalities, counties and authorities in various general obligation and revenue bond financings. Such financings include current, advance and forward refundings, financings secured by payments-in-lieu-of-taxes and conduit financings. Mr. Jessup has extensive experience representing borrowers in the New Jersey Environmental Infrastructure Trust Financing Program, and participated in the creation of the first Revenue Allocation District in New Jersey. Mr. Jessup also provides advice to municipalities, counties, school districts, and governmental authorities in connection with their capital financing and related governmental requirements. Mr. Jessup has also served as underwriter’s counsel, representing various investment banks, and as trustee’s counsel, representing various banks. He also has experience in the area of redevelopment law, acting as special counsel to various redevelopment agencies, including serving as redevelopment counsel in the redevelopment of a 460 acre former military ocean terminal in Bayonne, New Jersey.

Mr. Jessup became a partner of McManimon & Scotland, L.L.C. in March of 2007. Prior to joining the firm in October of 2001, Mr. Jessup served as a Judicial Clerk to the Honorable Sandra Shultz Newman, Justice to The Supreme Court of Pennsylvania.

Mr. Jessup received his Juris Doctorate in May of 2000 from the Villanova University School of Law, his M.B.A. degree in May of 2000 from Villanova University and his B.B.A. degree in Finance from The George Washington University in May of 1997. Mr. Jessup is admitted to practice law in the State of New Jersey and the Commonwealth of Pennsylvania.
