Leah Sandbank is a member in the law firm of McManimon & Scotland, L.L.C. specializing in the different areas of public finance law and tax, with an emphasis on complex structured governmental transactions and issues involving federal income taxation of municipal bonds and related tax areas. Ms. Sandbank has acted as bond counsel and tax counsel in numerous transactions (public finance and structured finance) involving State and local issuers, including the State of New Jersey, the New Jersey Sports and Exposition Authority, the New Jersey Economic Development Authority, the Higher Education Student Assistance Authority, the New Jersey Housing and Mortgage Finance Agency and the New Jersey Transportation Trust Fund Authority, and has experience in the area of interest rate exchange agreement transactions. In addition, Ms. Sandbank has represented various school districts, jointure commissions, municipalities, authorities and fire districts in connection with their bond financings and other financings for capital improvements. Such financings include current and advance refundings, general obligation and revenue bond financings, conduit or pool loan financings, lease purchase transactions and investment contracts. Ms. Sandbank has also represented various investment institutions in the position of underwriter’s counsel, special counsel or tax counsel. She also has experience in the different types of financing authorized under the American Recovery and Reinvestment of 2009, including Build America Bonds, Recovery Zone Bonds, and various tax credit bonds. Ms. Sandbank became a partner of McManimon & Scotland, L.L.C. in January of 2010. Ms. Sandbank graduated from the University of Chicago in 1998 and from Fordham University School of Law in May, 2002. While at Fordham University School of Law, Ms. Sandbank was Senior Articles Editor of the Fordham Environmental Law Journal and authored the article entitled: Dirty Laundry: Why International Measures to Save the Global Clean Water Supply have Failed.
