Municipal Finance Law

The firm has acted as Bond Counsel for hundreds of municipalities throughout the State. The various financings provided by the firm for municipalities include the following: notes (including bond anticipation notes, grant anticipation notes, tax anticipation notes, temporary emergency notes), general obligation bonds (including project bonds and refunding bonds), utility bonds, open space bonds, fiscal year adjustment bonds, revenue bonds), leases, financing agreements, bond insurance policies, current and advance refunding of outstanding debt, pension refunding, participation in pooled loan programs, financings involving a county authority, interlocal services agreements, service agreements and guarantee agreements. McManimon and Scotland has extensive experience with both competitive and negotiated transactions and was one of the first firms in New Jersey to use the electronic auction for all municipal competitive bond sales.

The attorneys in the municipal finance law practice have comprehensive knowledge of the laws concerning municipal finance, including the following: the Local Bond Law, Local Budget Law, Fiscal Year Adjustment Law, Local Land and Buildings Law and Public Contracts Law.
